Similarly, does 'Have it reach them', mean, "Make it reach them"?

First question --- Yes. However, "Make them call" gives the impression you want or expect this person to be forced to do it, as opposed to asked or requested.
Second Question --- You could say it that way. Personally, I'd say "Make sure it reaches them"

I came across such sentences as, "...Have them call the police", and "...we're trying to complete the book, and have it reach our readers as soon as possible..". The phrases 'have them call' and 'have it reach' were new to me, so I looked them up in the BNC to find more sentences that carried the key words 'Have it reach' and 'Have them call', but couldn't find any. So I thought there was something wrong with these sentences or they were incorrect.
