Does it mean, "make them call"?

Similarly, does 'Have it reach them', mean, "Make it reach them"?

First question --- Yes. However, "Make them call" gives the impression you want or expect this person to be forced to do it, as opposed to asked or requested.

Second Question --- You could say it that way. Personally, I'd say "Make sure it reaches them"

The phrases 'have them call' and 'have it reach' were new to me, so I looked them up in the BNC to find more sentences that carried the key words 'Have it reach' and 'Have them call', but couldn't find any. So I thought there was something wrong with these sentences or they were incorrect.
