Hi
Which one do you think is correct?
Happy valentine's day to whoever is lover or beloved.
Happy valentine's day to all the lovers and beloved.
I guess the first one is not correct. Am I right in thinking so?

Neither sound entirely natural to me, and the first sounds the least possible. For a start, it's Valentine's Day.
