The first one is the squeaky wheel gets the grease. A person who remains quiet won't get as much as attention as someone who complains.
One who remains calm (keeps his head) is more likely to think clearly.
The person who compared visitors to smelly fish was saying that while visitors won't smell (hopefully) they will, after a certain length of time, like3 smelly fish, be something you will want to be rid of.
