I'd say 'working environment'. I'd use 'atmosphere' for a shorter-term- the atmosphere at work was dreadful today.![]()

I just started thinking about your explanation there, tdol.
Would it then not be a good idea to write
"There isn't a good atmosphere at work - everyone is fearing a dismissal roundup".
(this would be more short-term than long, even though these roundups could be periodic but they would be of short duration each time).

To me, it all depends on what your ultimate goal is.
The working environment is quite general - it could refer to your colleagues and/or the physical environment.
The working atsmosphere appears to refer to the actual place of work - what it's like on a day-to-day basis.
The working climate could refer to both, and is, to a certain extent, interchangeable. It depends on what follows in the sentence.
