    when a formal opinion is expressed by someones, is it right to use the following:
    - deliverance made by ..../ deliverance of .../ deliverance expressed by
    - announcement made by.../ announcement expressed by

    "Deliverance" is wrong. If someone delivers a speech, it's a delivery of that speech.
    You could say an announcement is made. "Announcement expressed" is wrong. What is expressed is the opinion, and this is done within the announcement.
    But you're talking about an opinion being expressed. Why not "opinion expressed by ..."
    "An announcement was made, during which an opinion was expressed that ..."
