Can anybody explain when to use It and when to use there in starting of the sentence.

This question is fairly broad. Did you have specific examples in mind that confused you?

• The sentences that I can think of that begin with there are usually followed by is or are. You use there is/are when we are talking about what exists.

Examples:
There are a lot of clouds today.
There is to be no trouble here.
There are too many people in this room.
There is no place like home.

• Sentences that begin with it are impersonal as well, in that they speak generally of things or events. Usually we use this construction when talking about the weather, time, or identifying something.

Examples:
It is cold.
It is windy.
It is mine.
It is three o'clock right now.
It is late.
