There could possibly something wrong with "have" because the subject of "have" is "the new Congress" in singular form, so it should be corrected to "has", or "the new Congress" has a plural meaning, which refers to the Congressmen, which is correct?

It's "should be" or "should have." You wouldn't say "should has."
