I'm sorry, Hanka, but I do not not know what they mean.

Maybe either...
Public 1) the customers are known; we can find their names. They are not private/secret customers.
or...
Public 2) the customers are 'members of the public; they are ordinary people and not powerful politicians or organistations.

As a native English speaker and Teacher of English, I can say it is the first time I have seen or heard the combination public + customers.
