the first one is correct. the second one uses is, then all past tense indicating all those things already happened, which does not make sense.

The second one is fine in BrE, but with different collocations:

...it's time you bought a house, got married, and started a family.
This is often shortened to it's time you settled down.

According to what I have learned so far from my teachers, there is a little nuance difference between the sentences.

The former one beginning with "it's time to..." is used when it is the best time to do so.

The latter beginning with "it's time you did..." is used when you are a little bit late to do so.

As an in this example: one child says the other : " it's 7 pm. It's time to go home."
Later the child says the other: "It's 8 pm. It's time we went home."


Additionally, you can use the usage "it's high time..." when you are really late.
