Dear All,
"While waiting out the downturn, the folks behind 5M have been beta-testing tenants and uses at their 5th & Mission location, which was (and still is) home to the San Francisco Chronicle and now also to organizations like TechShop, the co-working space HubSoma, the art gallery Intersection for the Arts, the tech company Square and a smattering of food carts to feed those hungry, hardworking tenants."
What do the words in bold imply? My understanding is that 5M is a new housing project and these "folks" are getting on with testing things to see if it's good for tenants and various functions of the place. Am I wrong?

I have a feeling it's a typo and should be "users". I'm not sure though. Perhaps they were beta-testing the possible uses for a piece of technology.
However, one usually beta-tests software, not tenants!

No, I'm sure it's uses. As to beta-testing tenants, well, that's probably the way innovative Americans write things. Now I do think the author means the 5M people have been trying new tenants for their project. Agree?

They are trying out new uses for the properties.

beta-testing tenants, well, that's probably the way innovative Americans write things. Or the way people who think they're hip to some new lingo try to look cool.
