i saw the photograph of the three firefighters who placed the American flag on top of six stories of fallen building.

what does the "six stories of fallen building" mean?
the flag was on the top of a fallen 6-story building?is that right?

Could mean one of two things.

Either, the flag was placed on top of the remains of a 6 story building OR, this is the most likely one,
the flag was placed on the remains of a building of which the rubble is 6 stories high. (One story = 1 level, about 10' or 3m).

I would suspect the latter, as I presume that the quote concerns the Twin Towers, which were considerably taller than 6 stories. Their rubble may well have been that high.
