    Default fortunately

    1-Fortunately, he says that our children do not make any noise.

    What is fortunate here:
    a-The fact that he says that our children do not make any noise.
    or:
    b-The fact that our children do not make any noise.

    Can sentence 1 be uttered by someone who is happy that their children do not make any noise?

    I believe, fortunate fact b) leads to fortunate fact a). And sentence 1) may be uttered by someone (i would say "relieved" rather than "happy") in certain contexts (for example, they left the children alone for a while and feared they might disturb the neighbours' rest, which they finally didn't.)

    Yes, or by someone relieved to hear that the person said it.

    Yes, I think more relieved that the other person said it -- perhaps the person who said this knows the children often do make noise, but is happy that the noise they make is not noticed by the other person being referred to.
