as air is
..........air is to man, so is water to fish
The answer is A but no matter how many time I look at it, the sentence just doesn't make sense. I think like sound a little bit better (though still senseless). Why must I use as?

As (in the same way that) air is to man (air is necessary for people to live), so (it is also true that) water is to fish (water is necessary for a fish to live).
