I am having difficulty understanding the question. Does it mean the same thing as "Where were you in line?"

I don't know how to re-phrase the sentence. Yes it means ' where were you in line ' ? But I want to be exact about the number. Hmm, there is no such concept in English I guess. Or are there any other ways to put it ?
