Hello. I'm wondering what "turn by turn" means in this context?
Could it be understood as "in turn" or something?

As I read it, animals established turns in occupying the different posts. So maybe in the next turn, a zebra would be the president, a cheetah would be the minister, an elephant would become the general, and so on.
