It's absolutely wrong in a multiple choice test and the other sentence about the school, while it might have been written, is very unnatural.

A. costs B. takes
The answer given is B, which I fully accept. But is Answer A definitely wrong?
Since "Building this school costs a lot of time" is right, WHY couldn't I say "something costs a lot of effort?

I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
