Unhappy act of genitive in english

The question is related to the genitive case usage in Eng. language.

I have found some examples where the genitive "s" has been dropped as:

1. Part of the reason was a lack of liberal positions on the Kennedy platform.
2. Do you feel the Bush Administration has done enough in response to Hurricane Katrina?

It is common to use nouns as adjectives in this way. The first suggests positions that are liberal in thought, not positions belonging to the liberals to me.

Maybe he/she meant "the Kennedy's platform", what do you think?

It's fine without the -'s. In fact, it's better without to me.
