so am i right that there shouldnt be a comma before "conceived in liberty..."?

No! That's the Gettysburg Address-- don't mess with Abraham Lincoln's punctuation (and there's a comma after liberty, too).

Sorry, Mengta. Since you were asking about the correctness of the comma, I assumed that you knew about restrictive (defining) and nonrestrictive (non-defining) clauses. Restrictive clauses do not take commas; non-restrictive ones require setting off with commas.
Restrictive modifiers are essential for the meaning of the sentence and description of the noun modified; non-restrictive modifiers add 'extra' information, since the noun is already identified through other means. Please see your grammar book for further explanation.
In the Gettysburg Address, we need no identification of the country Abe is speaking of. The clause beginning with 'conceived' goes on to give extra information that he wants to mention.
In your original sentence, 'designed by her sister' is an intrinsic part of the definition of the house, so I felt that the comma was improper.
Others may have differing opinions.
