Hello! Can anyone paraphrase this sentence for me OPPOSITION IN CALL TO ARM FIGHTERS? It the preposition IN which is giving me a hard time. Does it mean:

1. Opposition who is in (parliament, elected) OR
2. The opposition is found itself in a call to...

It seems to me to be a newspaper headline. Newspaper headlines are notorious for their (sometimes deliberate) ambiguity. My guess, and that is all it can be, is that the the minority party in parliament is involved in some way in a demand to provide arms to a group of people involved in some form of conflict.
