Q1:
Would teachers here explain why we have to add "ing" to the word "see" below:
I look forward to seeing you soon. OR
I look forward to receiving your reply soon.
Q2:
Can I write: He is 2.26m and 125kg for height and weight respectively.
Does it seem muddled?

If you have a phrasal verb with three words, the last being 'to', then it is followed by a gerund. We use the gerund after 'to' with a number of expressions- object/be committed, etc.
It's unnecessary- no one is 125kg tall, so you're not adding anything essential:
He is 2.26m and 125kg.
