The US Census Bureau predicts that life expectancy in the United States will be in the mid-80s by 2050 and will top out eventually in the low 90s, blocking off major scientific advances that can change the rate of human aging itself, instead of simply treating the effects of aging as is done today.
What does the underlined part mean, especially the "instead of simply treating the effects of aging as is done today" doesn't make sense to me? Is it a contrast to "block off..." or "top out...."?

It contrasts with "major scientific advances that can change the rate of human aging itself."
