fine people = good people?

How do we define fine people?
The people's character is with elegance, well-educated, good manner etc.
Does it includes that they are good?

Refined is the word we use to describe people who have a good education and are well mannered. This doesn't necessarily imply that they are good people. They just say 'thank you' when they steal your watch!!
For me, if you said someone was a fine person, I would see that as meaning good.
