"substance" itself doesn't seem to mean drugs such as cocaine, marihuana, etc. But does it mean "drugs" when it's used as "substance abuse"?

Please be aware that I'm neither a native English speaker nor (at present) a teacher.
Or alcohol. Or paint thinner. It's not just limited to "illegal" drugs, it is any problem with abusing any type of chemical, any "substance."
