how to welcome
As you may know, these days we have NAM summit in Iran. Some days ago I saw the following sentence and I want to know this sentence is grammatically correct? Don't we need to add / change anything in this sentence?
Welcome non-aligned movement leaders in Iran.

I'm not really sure what this sentence is supposed to mean, but if you're welcoming these people, I would have written, 'Welcome to Iran, non-aligned movement leaders.' The sentence as it is, could be, at least by me, interpreted as a command or request, kind of like, 'Brush your teeth before you go to bed.'
