Capitalizing all the words is considered shouting. Please don't. Also, it does not tell us whether you can use capital letters correctly.

As a rule, you are expected to ask specific questions on usage, grammar, writing, etc. Once you give us examples of what is giving you trouble, we will be able to answer.
