How about this as a potential timeline:
Monday - desperate and undernourished people arrive
Wednesday - more people arrive. They are just as desperate and undernourished as the Monday people. This is a surprise to the Red Cross workers.
Thursday - the writer of the story speaks to the Red Cross workers who say "We were surprised to see the people arriving Wednesday were just as desperate and undernourished as those who arrived on Monday."
Friday - the writer writes the story. By this point, everything is in the past. So, by Friday, he is reporting that (on Thursday), the Red Cross had been surprised about the state of the people who arrived on Wednesday, which was the same state as those they had seen earlier in the week (Monday).
Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
