Default With capital or with small letter?

There is a book called: DEMOCRACY WITH A SMALL "d"
and I once read an article called Management with capital M.

What do these mean?

I could guess and say that "with capital ..." means stressed or important and vice versa?

You're right- the capital emphasises the importance or makes it official. Democracy with a small d would refer to other areas of ife than the main political arena to me- areas where citizens had choices and powers.
