travelling to London

Could someone please confirm that where ever you are in the UK when talking about going to London it's correct to say "travelling up to London" as it is the capital city

It used to be, but I don't see why you can't go down to London from Newcastle- it's downwards on the map. With Oxford and Cambridge, you go up, and are sent down if expelled, or were. I think it's not a rule any more, but something a few people prefer. No one that I know would mark 'I went down to London' wrong.
