I was taught ' at all' should be used in a negative sentence and I came across the following sentence and wonder if ' at all' is correctly used here. I mean can I treat the following sentence like a negative sentence even though I don't see any no or not?

In Australia, where there has not been enough time for changes to bring about much regional variation, it is amost impossible to tell where someone comes from at all although very small differences are now beginning to appear.

Yes. 'Impossible' is negative in sense (= NOT possible).

'At all' is not used exclusively in negative sentences.

'I am pleased you speak any English at all.'
