If I changed to '', but finacial woes made that impossible'' wouldn't it sound as something related to the report is impossible? Weren't the financial woes sufficient during the time of the envision? It would be incorrect this replacement: ''and financial woes had make that impossible'' or more correct?

It would be better with "but". The past perfect is correct but not necessary.
