    Default in the time of rising property prices and rental costs

    The "rent-to-buy" scheme will attract people who have no intention to buy homes but just want to rent the flats at a constant rental within 5 years in the time of rising property prices and rental costs.

    What I mean is that some people want to rent the flats at a subsidized rent when rents and flat prices keep soaring. Is the phrase properly used? should "time" be substituted by "times".

    The "rent-to-buy" scheme will attract people who have no intention to buy of buying homes but just want to rent the flats at a constant rental rate within 5 for five years in the a time of rising property prices and rental costs.

    Just because the monthly rental rate is fixed not indicate that they are subsidized.
