By saying 'minked to her toes' the person is saying that she is covered head to toe in mink.
Other ways to say it would include "decked in mink", "covered in mink", "wearing mink head to toe". Just to name a few.
They all have the same meaning, which is the idea that the person is entirely covered in mink.
