Is the use of the 'have to with the 'ing' form correct?

-4 things to consider when having to move with your family.
-I am just a student having to do its homework. ( I am just a student who has to do its homework).

As long as the suggestion of obligation is correct within the context, then your use of "having to" is OK.

With the first, you should use "Four" not "4".
Why have you referred to yourself as "it" in the second example? It's a rather unnatural sentence too.

For exaple,

''A boy having to study English.........'' instead of ''a boy who has to study English.........'' ?
