Sorry, this is a sentence quoted from the Cambridge.dictionary.com, doesn't it make sense? If so, I will leave it out.
It is merely a sentence.

Well, it doesn't mean a lot (in any useful sense). It seems to be exhorting you to recognize the importance/value/humanity... of other people. But 'don't deny full recognition to' is an unnecessarily indirect way of putting it, and in any case something in the context (of the situation) would need to specify what 'full recognition' is.
