    Default be down

    The machine was down.
    The database server is down.

    Could these sentences mean that the things (machine, server) are just turned off (not broken)? Or is there a breakdown implied?
    I'm not a teacher, or a native English speaker. Feel free to edit my posts if you encounter any mistakes in them (be it grammatical or vocabular). It'll help me to improve my command of English.

    Breakdown. Unless it is specified something like "the systems are down for routine maintenance."
