I think I failed to understand "just showing up. "Being present" was the most important priority cited by 22% of workers."
"just showing up" or "being present" - did the workers do nothing in their workplace? If so, how could their boss allow it?

In my previous Civil Service job I can assure you that there were plenty of people who did nothing more useful than simply showing up every day (and some of them not every day!) They probably barely covered their basic responsibilities and somehow managed to look as if they were busy all day without actually doing anything. I agree entirely that they weren't creating any value for their boss or their country (in the case of the Civil Service, the country is also the boss, theoretically).
