It's fine to use the expression both positively and negatively.

I am not sure how to use this expression: "There is ... for you."
I understand that it is used in reference to something negative, but can it be used to describe something positive such as:
There was Andy for you, so cheerful and confident.
Please enlighten me on the use of this expression. Thanks in advance.
