    Does get behind it mean to support? I do think that get behind must include the pronoun it because if we drop it, the meaning will change. As a result, it has nothing to do with what comes before (it is a part of get behind).

    'Get behind' is used transitively. It needs to have an object. In your sentence, 'it' does refer to what has come before.

    It comes before in the wider context, which mentions the medical marijuana industry.
