1.Is this "hitch rides on" a joke for birds as we give others a free ride? Or is it just giving them a ride?
2. What does this "perch" mean? A high position?

1) It just means bird owners enjoy having their pets ride on their shoulders.

2) A perch is a spot above the ground where a bird might stop to rest or roost. (Though it doesn't always have to be a bird. For instance, a boy climbing a tree might find a nifty perch between a fork in the branches.)

Thanks a lot! But for 1, the translation goes "bird owners gave them a free ride", which sounds awkard. Isn't it wrong?

It's similar to hitch-hiking- the bird is doing none of the work and the owner is doing it all.
