Default 'the people of the city' or 'the people in the city'

I cannot understand the differece between 'the people of the city' and 'the people in the city' . Could anyone kindly explain it ?

Qot
The people of the city(or The people in the city) thought that aliens had

The people of the city = the people who live there
The people in the city = the people there at the time, including commuters, etc
