Maybe the writer or the editor made a mistake of "a half an hour", which I think doesn't make sense. Doesn't it have to be "half an hour"?

I cannot answer from the prescriptive grammatical perspective, but from an everyday usage sense, the 'a' seems out of place, and it would be better without it.
