Most languages have words with different meanings, but this may be ore nitceable in English because it is not a pure language, but a mixture of langauges, which means that words have changed and adapted along the way. It can be hard to tell the pronunciation of a word when you see it for the first time, and even native speakers will have to go to the dictionary to check which syllable is stressed. I'm afraid that English pronunciation is not regular, so the answer has to be in the dictionary.
