I'd like to ask what this expression exactly means. If I say: "I will visit you in 10 years time.", then does it mean that I will visit him in 2016? Or 2016 is just the latest time, and I might visit him in 2010, for example?
In other words, does it work like 'ago' (one exact date) or does it refer to a time period instead?

Yes, to me it means you'll visit in 2016.
But if you say:
I'll visit you within the next 10 years.
or
I'll visit you sometime in the next 10 years.
I would take it to mean that you will visit at any time leading up to 2016, not just in 2016.

Oh, and I think I made a mistake. Isn't it "10 years' time" with apostrophe? I think it is.
