could you please explain the meaning of the headlined part to me?

With other ongoing cost-cutting programmes, administrative expenses are expected to be reduced by €1.5bn annually, and with these will cost about €2bn to implement.

Hi Dany,
It's quite unclear but it seems to me that it means that all the cost-cutting programmes will cost 2bn to implement.
Maybe a bit more of the text would help if the above is obviously wrong.
