tense refers to grammar including simple past, simple present, present perfect tense and so on.



fact means if it 's true now. use simple present

e.g. :Mom said that we 're going to need some apple ( it's ture , so use" we're , instead of we were ) is it right?

I believe "realized", which means happened, is the correct term.

Mom said that we are going to need apples.
Fact: Mom said X.
Fact: At the time of the conversation we needed apples.
Fact: Getting the apples has not been realized, has not happened.

Mom said that we were going to need apples.
Fact: Mom said X.
Fact: At the time of the conversation, we needed apples.
Fact: Getting the apples is neither realized nor unrealized. The writer is referring to what Mom said, not to what we did, so the reader doesn't know if the apples were bought or not.

If something is true now, then the simple present could show it. The present progressive could also show something that is true now, but would imply a temporary state of affairs. The present simple would show that, to the best of our knowledge, this is a fact.
