"To fool around" is the same as "messing around" - you're not doing anything important, in fact, you are probably doing something very silly and pointless. (It also means "to be unfaithful to your partner".)
"To hang around" just means to loiter in an area without doing anything at all, important or otherwise.
"To goof around" is very similar to "to fool around"
"To stand around" is similar to "to hang around".
"To chill out" just means to relax. You could be anywhere - at home, on a beach, at a friend's house.
Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
