active or what?

My grammar book defines four types of meanings by parcitiples like the following. And I'm curious about how to define 1. In 1, the only proper term I can think of is "active", but the definition here seems to be related to "give any action to someone or something". If it is active, doesn't it also include 2?

present participle(1,2)/ past participle(3,4)
1. a dog eating a sausage(active or ??) 3. a sausage eaten by a dog(passive)
2. leaves falling from the tree(progressive) 4. leaves fallen from the tree(perfect = done)

I'd better simplify my question. It's like this. Do you call both 1 and 2 active or only 1 active?
