The following sentence is quoted from a medicine book: "High risk pregnancy management options"
This new international textbook in obstetrics will, we believe, be of major value to all practicing clinicians, be they trainees or established in practice.
I don't understand the part in bold as well as it's meaning in the sentence. Please explain the structure to me and provide more examples.
