European Union foreign ministers threatened to increase pressure on Iran Monday over its controversial nuclear programme but stood divided on wielding the threat of military action.
What does the bold phrase mean?
Can I replace it by "but stand(which was) divided on wielding the threat of military action"?

Can I replace it by "but stand(which was) divided on wielding the threat of military action"? I don't understand your parenthetical "which was", but "stand" would indicate that the foreign ministers continue to disagree.Thank for help!

The kitchen door stood open so she went in. What I mean above is that "stands", I intended to use it as a noun. Now, I understand it. Thank again.
