I think "The quality of education is declining" might be a better way to say it.
When I write about education and about its quality, can I tell that "education level is going down these days"?
I mean if the level can be used in the meaning of the quality.

Do you mean the schools are good? Our educational system is good.
Do you mean you yourself have a good education? I received a good education.
